Prior to being elected County Commissioner in January 2007, Bill spent two years working for the United Nations in Kosovo as a Regional Returns officer and team leader in the investigation of human trafficking. Before going overseas, Bill was the Chief Deputy for the Wasco County Sheriff's Department, retiring in 2003 after 25 years of service.
