Environmental Health Specialist/Environmental Health Specialist Trainee

Salary: $3,718.46 - $4522.62 /month plus benefits for OR Registered Sanitarian License ($3373.66 - $4101.44/month plus benefits for Trainee)

SUMMARY: This position will be filled with either a Registered Environmental Health Specialist Trainee or Environmental Health Specialist with experience in the Oregon State Drinking Water and Onsite Wastewater Treatment Programs. The Specialist will be responsible for conducting surveys and investigations and assisting in the planning, promoting and carrying out of a program for the improvement of county and state environmental health standards and regulations as necessary to secure compliance with public health laws and administrative rules, and performs related work as required.
EDUCATION/ EXPERIENCE: Bachelor’s degree from an accredited college or university with at least 45 quarter hours, or the equivalent semester hours, in science courses relating to environmental health.
KNOWLEDGE/SKILLS/ABILITIES: Considerable knowledge of modern methods, principals, techniques and practices of environmental health. Knowledge of laws and administrative rules governing Oregon environmental health programs and sanitation practices. Knowledge of methods and equipment used by regulated industries. Ability to make thorough inspections and investigations, compile data and present reports, develop and maintain effective working relationships with other staff and officials, and deal courteously and tactfully with the public. Ability to plan and deliver educational programs. Ability to communicate with a variety of people and deal with difficult situations. Ability to perform keyboard activities and handle mobility requirements of the position. Ability to lift 25 pounds. Must be able to work a flexible work week including evenings and weekends.
EXAMPLES OF DUTIES: Duties may include, but are not limited to the following:
• Conduct soil and site evaluations for On-Site Waste Water Treatment Program.
• Survey public drinking water systems and promote water supply improvement.
• Conduct the Foodborne Disease Prevention Program.
• Inspect public pools, motels and organizational camps to ensure compliance with laws/rules.
• Investigate complaints and disease outbreaks concerning food, water, animals, sewage disposal and communicable disease as required by law with the assistance of other county staff, as needed, and take necessary corrective/preventative actions.
• Investigate complaints of sanitary nuisances.
• Respond to a public health emergency as needed.
• May be involved in solid waste management.
LICENSES/CERTIFICATES: Must be Registered Environmental Health Specialist Trainee or Registered Environmental Health Specialist in accordance with ORS 700. Trainee must obtain full registration within 2 years of Trainee registration. Must maintain registration through continuing education as required by ORS 700. Must possess valid Oregon driver’s license at time of appointment.

911 COMMUNICATIONS OPERATOR

The Wasco County Sheriff's Office is currently recruiting for an entry level 911 Communications Operator position. Recruitment is open to applicants who meet the qualifications listed below. This position serves as 911 Telecommunicator for all emergency responders and support agencies of Wasco County by processing 911 calls and dispatching and maintaining contact with emergency personnel using two-way radio systems. This position monitors telephones and radio; enters and receives data from computer systems; maintains records, database and prepares reports; related work as required. The candidate will be required to work various rotating shifts of day, evening and night; weekends and holidays. Full benefit package includes full medical/dental, LTD, life insurance, and PERS retirement and provides prorated sick, vacation and holiday pay.

Testing Requirements
Please note: this is the only notice you will receive regarding the testing requirements.
1). Typing Certification: A certificate of proof of ability to type a minimum of 35 words per minute must be submitted with the Employment Application by the closing date (3/12/10). Typing test's can be taken at any of the following locations: The Dalles Employment Division at 700 Union Street (walk-ins welcome); Mid Columbia Council of Governments (MCCOG) office in Hood River (541-386-6300) or the MCCOG office in The Dalles (541-298-4101), please call ahead to schedule your test at either MCCOG facility.
2). Written Exam: This exam will be held at the Mid-Columbia Fire & Rescue Station, 1400 West 8th Street, The Dalles, Oregon on Thursday, March 23rd at 9:00 a.m. & 1:00 p.m. An additional date will be added if needed. Contact Jeanne Pesicka at 541-298-5771 to confirm your attendance of this exam. If no answer, please leave name and phone number. The fee for this test is $12.50 to be submitted at the time of the test.
3). Multi-Tasking Test: Applicants who pass the written test will be contacted by phone to make arrangements for the multi-tasking test. Testing will be conducted on Tuesday, March 30th, also held at the Mid-Columbia Fire & Rescue Station. Additional date and time will be added if needed.
4). Observe 911 Center: All applicants who pass the written and multi-tasking tests are required to sit-in on a 2 hour observation with a trainer at the 911 Dispatch Center. Dates of observation will be scheduled with Jeanne.
5). Oral Boards: will be scheduled starting April 6th for those who pass the multi-tasking test. A job offer will be contingent upon successful completion of a thorough background investigation.

Qualifications
Education/Training: Must be a High School graduate or GED equivalent. Must achieve and maintain certifications with LEDS and DPSST as a telecommunication and emergency medical dispatcher (training for these certifications will be provided once the candidate is hired).
Knowledge/Skill/Abilities: Ability to: obtain knowledge of techniques, procedures and methods commonly used in the operation of a dispatch center including the dispatching process with two-way radios, computer terminal and multi-line telephone equipment. Ability to learn and retain: the terminology and procedures used by police, fire, emergency medical and other emergency services; the geography and address system of Wasco County and the ability to read and interpret location maps. Training will be provided in all of these areas listed above once hired.
Ability to: type accurately at a minimum of 35 wpm; function effectively and with a high degree of accuracy in stressful situations while maintaining professional courtesy; make prompt and appropriate decisions based on available information; relay information accurately to reflect situation detail; speak clearly and distinctly in a pleasant voice; deal tactfully with the general public; establish and maintain cooperative working relationships with co-workers and others you will come into contact within the performance of duties; have good organizational skills.

Duties/Responsibilities
Operates telephone, radio and computer equipment in dispatching public safety resources and routing emergency and non-emergency calls to the appropriate agencies with a high degree of accuracy. Observes and reports variations or malfunctions with dispatch equipment performance.
Receives emergency and non-emergency call information; dispatch calls to the appropriate unit; maintains information on unit activities; accesses computer terminals to obtain, transmit, enter, clear and record information, including the law enforcement data system; maintains the status of field units; completes activity logs or run sheets to record activity of dispatched units; maintains telephone and radio logs.
Relays and receives information from public and private organizations; notifies or activates other service agencies including Public Works, State Highway, Center for Living, etc.
Studies and maintain familiarity with major roads, streets, industrial areas, public buildings and the general geographic locations of cities, towns and landmarks in Wasco County.
Performs other related duties as required or assigned.
